Our Founder, Managing Partner & Director
Kareem A. Sykes, ITIL v4

Kareem A. Sykes currently serves as Managing Partner and Director of Program Management and Operations for FTS Consulting Group, an Engineering and Technical Services firm. Headquartered in Bowie, Maryland, as a Minority & Service-Disabled Veteran Owned Small Business, FTS consists of partners with decades of experience specializing in Fire Protection/Fire Alarm Design/ Engineering, Construction Management, HVAC and Security Design Services.
Current portfolio engagements for FTS’ footprint in the commercial business sector include end clients such as Exelon, Proctor & Gamble, Johns Hopkins Applied Physics Laboratory and Siemens to name a few. Additionally, Mr. Sykes’ managerial purview for FTS includes business development and procurement execution efforts within the Federal, State and Municipal marketplace including joint ventures for end clients such as MDOT’s Maryland Aviation Administration, and the United States Secret Service (USSS) James J. Rowley Training Facility (JJRTC).
Mr. Sykes also serves as the Industry and Engagement Program Manager and leads a nationwide program called Project
Spectrum, a U.S. Department of Defense (DoD) recognized cybersecurity awareness initiative that offers resources, training and tools toward increasing cybersecurity awareness and hygiene for small businesses. Mr. Sykes provides strategic leadership for a dynamic team of cybersecurity SMEs, Instructional Systems Designers, Communications, DevSec Ops, and Policy/Outreach professionals whose collective aim centers around the provisioning of educational resources and tools small businesses and institutions need to develop, implement, and maintain cybersecurity compliance. He oversees and directs the daily execution of multiple projects within the large-scale program and assures that the initiative adheres to government regulatory guidance. Mr. Sykes also manages contractual requirements to assure that Project Spectrum meets the cost, schedule, and performance goals required by the DoD Office of Small Business Programs (OSBP).
Mr. Sykes expertise includes serving as a dynamic ITIL v4-certified Program Manager supporting federal agencies such as the United States Agency for International Development (USAID), the United States Army Medical Research Institute of Chemical Defense (USAMRICD) as well as the Medical Countermeasure Systems (MCS) – Chemical Defense Pharmaceuticals (CDP) division. He has both amassed and exemplified 20+ years of organizational thought leadership experience and leveraged proven program management principles. Mr. Sykes is particularly adept at implementing enhanced business process improvements that result in an economy of scale. As a proven rapport and relationship cultivator who embodies the three Cs: Creativity, Connection, and Contribution, Mr. Sykes has a hallmark for motivating, mentoring, and coaching high-performance teams that deliver scalable results that drive productivity.
Mr. Sykes’ exemplary track record of staff augmentation and matrix management of large teams (100+ FTEs), primes, subcontractors, and third-party vendors, encompasses leadership of multiple types of FTEs across IT/OT disciplines including Project Managers, Business Process Engineers, IAT II & III Helpdesk Support Technicians, Systems Analysts, Network and Systems Engineers, Application Support, and Software Development professionals. Having studied Jurisprudence/Pre-Law, Mr. Sykes obtained his Bachelors degree from the University of Baltimore, and holds an A.A. degree in Interdisciplinary Studies.
